Defense Health Agency (Medical Simulation and Training Program Management Office)

Background

Defense Health Agency (Medical Simulation and Training Program Management Office) was created by the Assistant Secretary of Defense for Health Affairs in partnership with PEO STRI and the Army Acquisition Executive to fulfil the services’ shared medical training requirements across the Military Health System (MHS).  In August 2020, JPM MMS will transition from PEO STRI and wholly become a Defense Health Agency (DHA) tenant in Orlando, chartered as a direct report under the DHA Component Acquisition Executive (CAE).

The Defense Health Agency (DHA) is a joint, integrated Combat Support Agency that enables the Army, Navy, and Air Force medical services to provide a medically ready force and ready medical force to Combatant Commands in both peacetime and wartime. The DHA supports the delivery of integrated, affordable, and high quality health services to Military Health System (MHS) beneficiaries and is responsible for driving greater integration of clinical and business processes across the MHS.

Team Orlando Impact

JPM MMS enables DHA to
rapidly prototype and field capabilities to military hospitals and across the
range of military health care operations in support of an integrated medical
readiness posture for the Combatant Commands.  JPM MMS plans to actively engage industry via a
diverse array of contracting options that include Other Transaction Authority,
Middle Tier Acquisition, FAR based contracting, and frequent use of General
Services Administration schedules.  Furthering
the ability of JPM MMS to advance DHA healthcare initiatives, joint
interoperability, and build programs of record is its designation as the Materiel
Developer responsible for total lifecycle acquisition for all Defense Health
Program (DHP) and customer funded Medical Modeling and Simulation Science and
Technology (S&T) efforts selected to transition. DHA is championing its
role to exercise program management responsibilities for shared service
functions and activities across the MHS by chartering a DoD Medical Modeling
and Simulation Cross-Functional Team (MMS CFT) with the military medical
departments in which JPM MMS will be a co-chair. The aim of the MMS CFT is to work
with the S&T community and Industry to coalesce medical modeling and
simulation capabilities requirements development, DHP funded research and
development investments, materiel development, and quicken acquisition efforts
that ultimately lead to greater capabilities and training enablers across the
DoD MHS enterprise.
